Truckload Carriers Association Names Jim Mullen President

Mullen has trucking experience with government, associations, trucking companies and suppliers.

Jim Mullen will take over as president of the Truckload Carriers Association in April.

The Truckload Carriers Association has named Jim Mullen as its new president, succeeding longtime chief Jim Ward who last year announced his retirement.

Mullen brings extensive regulatory, legislative, and legal experience within the trucking industry.

Currently he is the director of the Clean Freight Coalition. He served as acting administrator and chief counsel of the Federal Motor Carrier Safety Administration from 2018 to 2020.

Mullen also served as chief administrative and legal officer of a publicly traded autonomous truck technology company and as general counsel for a large publicly traded truckload carrier.

“Jim’s depth of experience, steady leadership, and strong understanding of the issues facing our industry make him the right person to lead TCA into its next chapter,” said TCA Chairman Karen Smerchek.

 “Trucking is the backbone of our economy and critical to the nation’s supply chain,” Mullen added. “It is an honor to have the opportunity to lead TCA and support the industry in a responsible, practical, and forward-looking way.”

Jim Ward's Contributions to TCA

Smerchek also expressed appreciation for Jim Ward’s leadership.

“Jim Ward has provided exceptional stability, vision, and service to TCA and the truckload industry,” she said.

“Under his leadership, the association strengthened its influence, expanded member engagement, and positioned itself for continued growth. We are deeply grateful for Jim’s contributions and the strong foundation he leaves for the future.”

Mullen’s new position will be effective April 6. He will be formally introduced to TCA members at the TCA Annual Convention, February 28 – March 3, 2026, in Orlando, Florida.
