The Truck Renting and Leasing Assn. (TRALA) has reached an apparent agreement with the New Jersey Division of Taxation to include private fleet transportation from the definition of "commercial freight"
and therefore exempt rentals to private fleet operators from the $2 per day rental fee.
The division has agreed to redraft a technical bulletin to specify that rentals to private fleets are exempt, but the first draft was insufficient and TRALA is trying to revise the wording to make the exemption clear.
General Counsel Rick Schweitzer of the National Private Truck Council is working with TRALA staff to develop acceptable exemption language.
