Flaherty had previously served Mineta when the latter was a member of Congress, serving as chief of staff and district director in from 1988 to 1992. Flaherty was Mineta's chief of staff when the landmark transportation bill, the Intermodal Surface Transportation Efficiency Act of 1991, was passed.
"John brings a wealth of government and private-sector experience to his new position," Mineta said. "He served me well as the leader of my congressional staff, and I look forward to having him head up my leadership team at the Department of Transportation."
As chief of staff, Flaherty will serve as the manager of Secretary Mineta's immediate staff and provide direct policy, program and managerial support to the Secretary in administering all operations of the department.
