The Hazardous Materials Advisory Council says a change in the shipping paper sequence for dangerous goods could require retraining of some 8 million people in the U.S.

According to HMAC, the United Nations has recommended that the UN number come before the proper shipping name as is the standard for European land transport. Currently, the UN identification number is found after the shipping name and classification.
HMAC says that all employees subject to the U.S. Department of Transportation training regulations would have to be trained and tested, including emergency responders who “will have to be instructed to ignore the sequence displayed in the Emergency Response Guidebook.” A final decision will be made in December.
