The state started issuing tickets April 1, after three years of random roadside emissions tests without issuing fines. Between April 1 and Sept. 25, reports the Bergen Record, 10 teams of roadside emissions inspectors tested 61,598 heavy trucks. Nearly 4,900 failed, getting a $700 fine for the first offense. A $150 rebate was issued upon proof that the vehicle had been repaired.
