A. Yes, the Federal Motor Carrier Safety Administration (FMCSA) is considering making a number of changes to the hours of service (HOS) rules. The soon-to-be-published Advanced Notice of Proposed Rulemaking (ANPR) also known as a “pre-rule” was announced on August 21. HOS rules that may be revised include, expanding the 100 air-mile “short haul” exemption, extending the current 14-hour on-duty limitation under certain circumstances, revising the mandatory 30-minute break rule, and reinstating the option of splitting up off-duty rest breaks for drivers operating trucks with a sleeper-berth compartment.
