According to the American Trucking Associations and a number of news services, the U.S. Senate is moving toward approval of a $295 billion highway bill
that would spend $11 billion more than the House version, which the White House had set as an upper limit. But as of Friday, the Senate bill includes an amendment that would ban states from enacting tolls on existing roadways that were built with federal funds.
A final spending bill has been delayed for the past two years; highway funding has continued through six temporary authorization measures.
