Warren Hoemann, former vice president of the California Trucking Assn., has been named chief counsel and acting deputy administrator at the Federal Motor Carrier Safety Administration.

Hoemann, a 28-year trucking veteran, is expected to become full-fledged deputy administrator when the current acting chief, Annette M. Sandberg, is confirmed. President Bush has said he will nominate Sandberg to be administrator. That nomination has been anticipated since last November, when the previous administrator, Joseph Clapp, left the agency and Sandberg was named acting administrator. Her appointment requires Senate confirmation. Hoemann’s does not.
Hoemann, an attorney, was vice president of government relations at Yellow Corp., parent of Yellow Freight System, before joining CTA in 1997. He left the association in January due to budget cutbacks. Prior to joining Yellow he was general counsel for the Western Highway Institute, a non-profit trucking industry research organization.
He obtained his Juris Doctorate from the University of Colorado School of Law.
