Owners of drayage trucks operating in California must register their trucks in the State of California Drayage Truck Registry by Sept. 30.
Even if owners of drayage trucks are registered in other databases, such as those operated by the ports of Los Angeles and Long Beach, these trucks must also be registered in the State operated Drayage Truck Registry.
The Drayage Truck Regulation is part of the California Air Resources Board's ongoing efforts to reduce particulate matter and NOx emissions from diesel-fueled engines and improve air quality associated with goods movement. This regulation is also designed to support local emissions reduction goals such as the Clean Air Action Plan by the ports of Los Angeles and Long Beach and the Comprehensive Truck Management Plan by the Port of Oakland.
CARB is working on automatically registering all trucks from the ports of Los Angeles and Long Beach database into the State DTR, but truck owners are still responsible for making sure their truck is in the State DTR. Port terminals and rail yards are required to collect and report information for each occurrence of a non-DTR registered truck entering their facility. Motor carriers are required to dispatch only DTR registered trucks to the ports and rail yards.
