The announcement by ATA President and CEO Bill Graves comes three days after ATA’s former top lobbyist, Mary Phillips, left the association. Phillips is reopening the Hill consulting business she ran before she joined ATA.

Osiecki is going to oversee ATA’s legislative affairs efforts and team in addition to his other responsibilities, said President and CEO Bill Graves in the announcement.

“Dave Osiecki has been a stalwart for the trucking industry since coming to ATA in 1996,” Graves said.

“His work leading ATA’s policy and regulatory affairs team has been exemplary and given an ever more complex web of issues our industry is confronted with, it only makes sense to bring our policy and legislative groups together to improve efficiency and coordination.”

Osiecki has played a prominent role as ATA’s representative on safety issues with the Federal Motor Carrier Safety Administration. He has worked on regulations ranging from hours of service to the CSA enforcement program (Compliance, Safety, Accountability). He also was instrumental in developing ATA’s safety agenda. He was named a senior VP in 2010.

Osiecki said in a statement that he’s excited about the new challenge.

“It provides me with a greater opportunity to lead, learn and grow within this great organization.”

Over the past 18 years, Osiecki has served in a number of roles with ATA, including senior safety engineer and executive director of two conferences.

Osiecki is a graduate of Pennsylvania State University and George Mason University.
