PrePass Intelligence Mines Fleet Bypass, Toll and Safety Data
PrePass Intelligence helps fleets measure bypass savings, flag potential toll overcharges, and spot suspicious transactions by combining data from separate systems.

AI Toll Insights brings together information on toll-rate savings, avoided violations, dispute credits, and volume discounts

A toll charge or weigh station bypass tells a fleet what happened. Understanding whether it signals an unnecessary expense, a potential problem, or an opportunity to save often means digging through separate systems.
PrePass aims to simplify that work with PrePass Intelligence, a new offering that combines bypass, safety, toll, and available vehicle GPS data. The first phase helps fleets measure bypass savings, manage toll costs, and flag activity that may need attention.
“A bypass, a toll transaction, or an inspection is just an event. The real value comes from understanding what those events mean to the business,” said Chas Wurster, chief technology officer at PrePass.
“Because PrePass operates across bypass, tolling, and compliance, we see operational signals that often exist in separate systems.”
The new offering was announced during the American Trucking Associations' Management Conference and Exhibition.

The system compares bypass, toll, and available GPS data to flag transponder mismatches, assignment issues, and potentially fraudulent or unauthorized activity.

Measuring Savings and Spotting Problems
The initial release includes tools to help fleets:
- Calculate bypass savings. Fleet-specific calculations estimate driver time, fuel, and operating costs saved based on actual bypass activity rather than industry averages.
- Identify additional bypass opportunities. Fleets can see where adding eligible vehicles, transponders, or the PrePass mobile app could generate additional savings.
- Track toll costs and savings. AI Toll Insights brings together information on toll-rate savings, avoided violations, dispute credits, and volume discounts.
- Automatically dispute eligible overcharges. PrePass identifies likely maximum-rate toll overcharges and disputes eligible transactions on the customer’s behalf.
- Spot operational issues. The system compares bypass, toll, and available GPS data to flag transponder mismatches, assignment issues, and potentially fraudulent or unauthorized activity.
- Anticipate safety and compliance impacts. Combined inspection, violation, and bypass data help fleets identify patterns that may need attention. PrePass says its Forecast CSA feature estimates how recent inspection activity may affect a fleet’s Inspection Selection System (ISS) score before changes appear in standard reporting.
“Fleet theft continues to evolve, and tolling transponders have become another target,” said Patrick Gates, senior manager of operations equipment at Estes Express Lines. “PrePass Intelligence helps surface potential anomalies and suspicious toll activity that might otherwise go unnoticed.”
Building on Existing Toll Tools
PrePass Intelligence builds on the company’s existing bypass, safety, and toll capabilities.
PrePass says its toll intelligence tools identify more than $7 million in express lane spending each month, giving fleets a clearer picture of how premium route usage affects toll costs and routing decisions.
The company also says it identified more than $1 million in potentially unauthorized toll activity in a single month by comparing toll transactions with available GPS data.
PrePass Intelligence is available now at no additional cost to customers using the company’s Bypass and Toll solutions.
