Court Papers: EPA Penalties Keep Navistar in Class 8 Business

Navistar cannot meet heavy-duty emission standards and is surviving in the Class 8 business because the Environmental Protection Agency is permitting it to pay nonconformance penalties, according to court documents filed by the company and the agency.
