At issue is the question of keeping diesel exhaust fluid in the tank for proper functioning of selective catalytic reduction.

Changes to the EPA's 2010 emissions regulations relating to selective catalytic reduction technology are being proposed as a result of a suit brought against the EPA by Navistar.
