The Federal Motor Carrier Safety Administration spelled out its policy on evaluating applications for authority, listing a half-dozen performance factors that it evaluates.


The evaluations, which cover brokers and freight forwarders as well as carriers, touch on the applicant's history of violations and how those violations might affect safety.

They also look to willfulness of the violations, if the applicant has a management control system in place and the status of any enforcement actions.

The agency says in its policy notice that it looks at a six-year history when evaluating applications.
