C.R. England Seeks Driver Training Exemption

C.R. England is asking for a rule exemption to improve its driver training process.

England, a large refrigerated hauler, offers commercial driver’s license training in partnership with a number of schools. Under rules set by the Federal Motor Carrier Safety Administration, a CDL holder must accompany a trainee with a commercial learner’s permit who does not yet have the full license.

In a petition to the agency, England asked that this requirement be suspended when the trainee has passed the CDL skills test but has not yet received his certificate.

Before this restriction went into effect, states routinely issued temporary CDLs to drivers who passed the test. With a temporary permit, England could route the trainee to his home terminal, where he could get his CDL and be assigned to an on-the-job training position with a trainer.

This allowed the trainee to become productive immediately, England told the agency.

England said the rule forces it to send the driver home before hiring him, which creates a risk that he might move to another company after getting the CDL, or to hire him and send him home in a non-productive run.

The exemption would allow the trainee to drive as part of a team on that trip, resulting in reduced costs and increased productivity, England told the agency. It would apply only to trainees who have passed the CDL test and who have a commercial learner’s permit.

Comments on England’s request are due by December 29.

    This is so absurd on its face you have to wonder if there isn't a hidden agenda somewhere. In any case, I'm thinking the "vig" they share with the CDL mill would easily make up for the alleged loss in productivity.

    What vig? Government training money has been gone for a while for these types of programs.

    Money is still available. If not so, then I would not be visiting the Northampton Community college truck driving school, almost every day, in the Tannersville area of Pa.

    Here goes those big companies, ATA supporters asking for exemptions. Although I dont agree with the new rules set forth by the FMCSA the law must be uniform. If the feds start giving exemptions to certain carriers then we need to remove the law all together. If one hurts, we all will hurt plain and simple. The laws and policies set for by the people on the left will never work for the trucking industry we all have known that. How ever, we are all in this together. That just goes to show you that the big companies are in it for themselves. Why dont they ask for the same thing for every one? Whith those deep pockets, im sure they can move mountains.
    Leave the law as it is for every one, or change it for every one...

    Follow the rules as they are written for all of us to follow. Asking for exemptions is just a poor way to say that you can't manage properly. If you don't agree with the rules, then make a public comment to the NPRM so all of us can reap the benefit of a possible rule change.

    I have watched England trainers with their students tie up loading docks quite often. It is clear to me they do not care if they put a student in a truck that is not ready. If anything CR needs to be regulated more.

    This exemption request is probably a lot to do about nothing. It's tough to imagine the administration in Washington would ever approve this petition for a wide variety of reasons, first and foremost, safety advocates and organized labor are sure to object and that should be sufficient to end the whole charade.

    everybody needs to remember to that in one point in time in all of our driving careers we were all rookies for trainees however you want to describe I do not work for CR England I work for us a truck and yes I am a trainer it is not just the new drivers coming into this industry that cannot back up into a doc I have seen people with multi years experience still can not back into a dOck I have had to back other trucks in the docs for thembefore you start slamming a company that takes the time to train new drivers think back to your first week how would you have gotten this industry if somebody did not train you you were not perfect the first time you got in a truckand besides most statistics will show most truck accidents happening with drivers with 3 to 5 years experience
