Allen D. Biehler, Pennsylvania's transportation secretary, has been elected president of the American Association of State Highway and Transportation Officials.
Biehler served as AASHTO vice-president until being named president.

Biehler has identified three emphasis areas for the association in 2009: authorization of a new federal surface transportation program; progressing to sustainability to address energy, security, and climate change; and launching the development of a multi-model freight strategic business plan.

Currently, Biehler serves as president of the Northeastern Association of State
Transportation Officials and is a member of the Special Committee on Commissioners and Boards. He is the former chair of the Subcommittee on Design of the Standing Committee on Highways.

AASHTO is a nonprofit, nonpartisan association representing highway and transportation departments in the 50 states, the District of Columbia, and Puerto Rico.
