The American Trucking Associations has named Richard D. Holcomb senior vice president and general counsel.
Holcomb, long-time commissioner of the Virginia Department of Motor Vehicles, succeeds David Addington, who is now chief counsel to Vice President Richard Cheney. He will join ATA in July.
Holcomb will head ATA's regulatory affairs and legal team at a critical time. The trade association currently is leading the trucking industry's response to a number of significant regulatory and legal issues--from reforming federal hours of service rules to challenging onerous laws and regulations that unnecessarily and, in some cases unjustifiably, restrict the trucking industry, according to the association.
Holcomb is widely credited with transforming the Virginia DMV into a nationwide model for customer service. Among his many achievements was the consolidation of DMV motor carrier functions under Holcomb's leadership to provide one-stop shopping for Virginia's trucking industry.
"When I see trucks, I see commerce. I want to make sure that commerce moves safely, smoothly, effectively and efficiently," said Holcomb.
Holcomb was originally appointed DMV Commissioner by Gov. George Allen and re-appointed by current Gov. Jim Gilmore. Prior to his DMV post, Holcomb served as Chief of Staff to Representatives John Linder (R-Ga.), D. French Slaughter Jr. (R-Va.), Craig T. James (R-Fla.), and as General Counsel to then-Congressman Allen. He earned his law degree at the University of Richmond.
