But liability regimes are all over the lot and are governed by a confusing combination of statutes, treaties and contracts. Even the courts cannot agree on which of the confusing standards apply to a multimodal shipment. There is no consensus on through bill limitations for multimodal moves. This chaos confounds shippers, carriers, brokers, and forwarders alike.
