A draft of the National Transportation Safety Boards' strategic plan for 2013 through 2016 is available to the public for comment.

The NTSB, which investigates major transportation crashes and makes safety recommendations to other agencies and entities, has no regulating power of its own. One of its goals is to "identify new and creative ways to advocate safety recommendations and other safety actions."

The plan has a revised mission statement, expanded core values, streamlined strategic goals and objectives, and updated key priority performance indicators to measure overall agency success.

Public comments are due on or before Wednesday, Sept. 19. The NTSB's Strategic Plan has an expected published date of October. Comments should be sent to strategicplan@ntsb.gov.

The full version of the proposed plan can be seen at http://www.ntsb.gov/doclib/agency_reports/Strategic-Plan_2013-2016.pdf.
