Congress has passed a bill that will temporarily fund government operations, including highway funding, for another month, just as the fiscal year came to a close Wednesday.

According to published reports, there are 12 spending bills lawmakers still haven't finished for the new fiscal year.

The temporary spending measure will fund government operations largely at their current levels through Oct. 31, including the Highway Trust Fund. The House approved it Sept. 25, and the Senate passed it Wednesday.

Congress is still squabbling about separate measures to extend the current highway reauthorization. The House last week voted to extend the program through Dec. 31. But in the Senate, there are competing 12- and 18-month extension proposals.
