A partial shutdown of Tennessee government functions, including licensing offices, is over.

Full state operations resumed Friday after Gov. Don Sundquist signed the delayed state budget.
According to the Memphis Commercial Appeal, driver’s license centers and other offices that had been closed last week were crowded Friday. Robert Vestal waited for hours to take his truck driving tests. Officials asked people to wait until the middle of this week if possible to keep lines down.
The budget includes a $933 million tax hike that raises the state sales tax from 6 to 7 percent, among other increases.
