The U.S. Department of Transportation’s Research and Special Programs Administration has proposed a number of changes aimed at tightening security for hazardous materials loads.

The agency proposed that motor carriers be required to maintain a copy of their hazmat registration certificate in all vehicles that carry hazardous materials. It also recommended that the name and street address of the consignor and all consignees be required information on hazmat shipping papers.
RSPA also proposed that shippers and carriers of certain highly hazardous materials be required to develop and implement security plans focusing on personnel, facility and en route security issues as well as potential threats posed by the materials. Employee training would also have to address security issues.
