A top federal official told a recent association meeting that government agencies are working on a security master plan, even as many in the transportation industry are confused about what is expected of them security-wise.

According to the Journal of Commerce, Joseph Clapp, administrator of the Federal Motor Carrier Safety Administration, told attendees at the annual conference of the national Customs Brokers And Forwarders Association of America in Hollywood, Fla., that within the next year all the bits and pieces of security plans dealing with transportation should come together.
The Office of Homeland Security, the Transportation Security Administration within the Department of Transportation, the Coast Guard and U.S. Customs are all involved in cargo-related security, and Congress is debating maritime security bills that could result in overlapping regulations affecting intermodal cargo.
"We have to get together in some room and work it out," Clapp reportedly said in response to a question asking when the industry could expect a unified government plan.
