Florida Gov. Jeb Bush is expected to sign a bill that prohibits local governments from passing laws restricting the use of mobile phones.

The measure allows only the state to regulate the use of hand-held cell phones by motorists. Supporters said one standard is needed, so drivers don't have to figure out which rules apply in every community they drive through.
A handful of local governments in the state have adopted or are considering such bans.
So far, the only state that has enacted a law regulating the use of cell phones in cars is New York. Its law, which took effect in November, allows only hands-free devices.
