As Kansas legislators struggle to balance a shortfall of more than $500 million in the state budget, the governor's plan includes increases in fuel taxes and registration fees.

Gov. Bill Graves has outlined a proposal that would, among other things, add a 1-cent-per-gallon increase in the fuel excise tax, and a 3 percent increase in vehicle registration fees. The governor's proposal also would raise the state sales tax and increase cigarette taxes.
According to published reports, the Kansas Motor Carriers Assn. is not happy about Graves' proposal.
Graves is slated to become the American Trucking Associations' new president in 2003, after he finishes his term as governor.
