Congress has signed off on a plan that will give Mexican trucks full access to U.S. markets next year.

The Senate voted today in favor of a compromise plan passed last week by the House of Representatives that also contains transportation appropriations for the current 2002 fiscal year, which started on Oct. 1.
President Bush is expected to sign the legislation after promising a veto threat of separate versions of the bill passed earlier by the House and the Senate, which would have either kept Mexican trucks out altogether or placed tougher restrictions on them.
