European Union transport ministers voted to limit truck drivers to a maximum average work week of 48 hours.

Ireland, Portugal and the UK voted against the measure, which allows the work week to go up to 60 hours as long as the average over a four-month period stays within the 48-hour limit.
The new directive will not apply to self-employed drivers. Officials said they would consider including self-employed drivers under the directive based on an evaluation of the new rules in two years.
Portugal opposed the directive because it does not cover self-employed drivers. Italy, Ireland, Luxembourg, Belgium, Denmark and Austria also would like to see self-employed drivers included.
