The Federal Motor Carrier Safety Administration has issued a clarification to its hours-of-service proposal regarding the economic impact on small fleets.

In the preamble to the proposed rule, published May 2, FMCSA said that it "certifies that this rule would not have a significant economic impact on a substantial number of small entities."
In a correction issued May 31 the agency said that it "does not know with certainty the full economic impact of the proposal and therfore withdraws its negative certification." This was also stated in the proposed rule.
