The long-awaited proposal to require electronic logging devices is close to publication.

The White House Office of Management and Budget on Tuesday cleared the Supplemental Notice of Proposed Rulemaking and sent it back to the Federal Motor Carrier Safety Administration for publication.

Details are not yet available but in general the proposal will call for mandatory recorders for most of the industry, set performance and design standards for elog devices and address concerns about driver harassment. It also will cover the supporting documents needed to ensure compliance with the hours of service rule.

The announcement comes on the same day that Transportation Department officials testify at a House hearing on implementation of the highway law, MAP-21, that mandates the elog rule. FMCSA Administrator Anne Ferro will be a witness at the Wednesday hearing.
