The Senate confirmed Joseph M. Clapp as the first administrator of the Federal Motor Carrier Safety Administration.

The confirmation came in executive session by unanimous consent, following a holdup created by Citizens for Reliable and Safe Highways (CRASH).
CRASH, a liberal safety advocacy group that views trucking as a threat to highway safety, had urged Senators and Senate Majority Leader Tom Daschle to oppose Clapp’s nomination. It said Clapp, because he is a former trucking executive, is unsuited to run the safety agency.
The logjam broke when Sen. John McCain, R-Ariz., urged Sen. Daschle to move on the nomination, according to a source.
