The Dispute Resolution Committee of the International Registration Plan has ruled against using a third-party licensing party provider's address as a carrier's base state.
According to the American Trucking Assn's State Relations Dept. several licensing bureaus have been marketing their services by offering to let carriers use the bureau's address as its IRP base. The Committee reviewed the issue at the IRP workshop, now underway in Vancouver, BC, and ruled that the practice was not permissable.
A carrier's base state is the one in which it maintains its principal place of business.
