California’s Air Resources Board has released a four-page document explaining the requirements for using electric standby and hybrid electric systems as an option for complying with the state’s transportation refrigeration unit, or reefer, regulations.

CARB plans to audit companies that claim they are using such systems and fines will be levied for not meeting the regulations.

You can download a copy of regulatory guidance from the CARB website.
