The Pipeline and Hazardous Materials Safety Administration has proposed a rule that would prohibit transport of flammable liquids in the pipes beneath cargo tanks.


The "wetlines" rule, as it is called, would cover tank trailers carrying Class 3 flammable liquids, which includes gasoline and other products. Most straight trucks are exempted.

Under the proposal, any trailer built two years after the rule goes into effect could carry no more than 0.26 gallons in its wetlines, or have structural protection. Existing trailers would have 12 years to come into compliance.
