The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice of proposed rulemaking to change rules governing safe havens for the transportation of certain explosives.
A safe haven is an area designated by the federal, state or local government for the parking of unattended vehicles transporting explosives.

According to the Federal Register, the PHMSA and Federal Motor Carrier Safety Administration is proposing to enhance existing attendance requirements for explosives stored during transportation.

The rule would make the National Fire Protection Association standard 498 the approved standard for the construction and maintenance of safe havens used for unattended storage of Division 1.1, 1.2 and 1.3 explosives.

Comments on the proposed rulemaking are due by Sept. 27, 2010.
