Clinton Signs New Motor Carrier Act

President Clinton signed the Motor Carrier Safety Improvement Act of 1999 last week, setting up a separate Motor Carrier Safety Administration and implementing a number of other measures aimed at improving truck safety.

In addition to the new FMCSA, the new law will provide for major improvements to the commercial driver's license program, take steps to ensure the safety fitness of newly formed motor carrier companies, and crack down on foreign carriers that operate illegally in the United States.
Secretary of Transportation Rodney Slater says the bill will be crucial in meeting his goal of cutting truck-related fatalities in half over the next decade.
