The Illinois State Toll Highway Authority has awarded TransCore a three-year, $38 million contract to install and manage an automated toll violation processing center.

The system will identify toll violations and issue and recover fines from toll violators. The project extends over 274 miles and 12 counties, with 65 mainline and ramp toll plazas.
Critics have chastised the toll authority for forking over so much money when it says it doesn’t have enough funds to properly build and maintain roads. But toll authority officials say the TransCore system will more than pay for itself by collecting from toll scofflaws.
"In order to improve mobility and traffic flow, there is a clear trend toward open road tolling, with more express lanes and unattended, mixed-use lanes without barriers. As toll roads become more automated and open, enforcement management systems must be more sophisticated to combat toll violations and collect lost toll revenue," said Jim Tuton, TransCore's National Director of Financial Process Management.
Initially, TransCore will provide violation processing center operations from its Scottsdale, Ariz., facility while it builds out the infrastructure and establishes a permanent violation processing and call center in Lisle, Ill. The center is expected to process more than 23 million transactions and issue 8.2 million toll violation notices during the first 30 months of operation. TransCore will monitor the ISTHA toll road system for current violations as well as review a backlog of images captured during the past two years to enforce prior violations.
