The California Trucking Assn. has given its full support to Senate Bill 270, safety legislation authored by Senator Steve Peace (D-El Cajon). The bill would require the California Highway Patrol, Department of Transportation and California Air Resources Board to adopt regulations to ensure that foreign drivers, trucks and cargo entering the state will not pose a safety threat.Current rules - which rely on the honor system - allow Mexican drivers to enter a 25-mile “border zone” to allow them to delivery cargo to U.S. trucks waiting near the border. The new legislation would require Mexican drivers and vehicles to meet vehicle maintenance, hours of service, and insurance requirements. It would also require enforcement of criminal, civil and administrative actions for second or subsequent violations.
