Faced with a shortage of inspectors, Nebraska Gov. Mike Johann is pushing a controversial proposal to merge truck enforcement division officers with the State Patrol.
Critics say the merger would put truck-inspection duties low on the patrol's list of priorities and it would not last.

Tom Nesbitt blames on the carrier division's high turnover rate. Truck inspectors keep applying to be troopers because they get more money and have the chance to rise through the ranks.
